windflower keeps drying out

maybe I'm kinda stupid and that's why I can't figure out why, but in this particular spot on the bridge i was building, the windflower keeps on drying out no matter what, i even tried destroying the soil on top to see if that was the issue but even then the windflower dried out. what could be the issue?
