Help getting Coalossal

Hello! I have been waiting about a month trying to get Coalossal. Am I doing something wrong? He’s the last Pokémon I need to have everyone but he’s just not showing up. I have an empty habitat which contains a railroad track and the railroad crossing. It is registering as an empty habitat as well. I’ve given Mosslax spicy food for the last week in hopes that it might help, but nothing. Should I make the habitat in a different area? Maybe pallet town? I thought it had to be in Rocky Ridges but maybe I’m wrong? Please help! Haha
