Air locking the area gate

Posting again trying to figure this out. Can anyone determine why I can’t suck up the water here? It appears to be pouring in from inside the gate, however inside the gate is dry. I’ve tried carving out around the gate and tried blocking in the gate as much as possible and neither attempt solved this. Is it a glitch in my game?
